Expansion of the Rockland Water Treatment Plant andthe Caron Booster Pumping Station
The City of Clarence-Rockland (City) is rapidly growing resulting in a significant increase in drinking water demand and the requirement for additional drinking water supply and conveyance to meet the forecasted demands. The City undertook a study to identify and evaluate options to expand the Rockland Water Treatment Plant (WTP) supply capacity (Figure 1) and the Caron Booster Pumping Station (BPS) pumping capacity (Figure 2). The need to expand the Rockland WTP and Caron BPS was identified in the 2021 Water Master Plan based on the population and water demand forecasts.

The Study Process
The study was carried out as a Schedule C Municipal Class Environmental Assessment (MCEA). The study completed Phases 1-4 of the MCEA process. The recommended solution to expand the Rockland WTP and Caron BPS is documented in an Environmental Study Report (ESR). Following the completion of the study, the City intends to proceed with the implementation of projects identified in the implementation plan.

By this notice, the Expansion of the Rockland WTP and Caron BPS Environmental Study Report is being placed on the public record for a 30-day public review period ending on July 13th, 2026, in accordance with the requirements of the MCEA process.
